Everyone wants to get away from plastic. Preferably "anything with fibres". To fulfil the barrier requirements, which are not a problem for many plastics, paper packaging often has coatings that cause problems during subsequent recycling. The paper industry urgently needs raw materials - but not everything advertised as sustainable is indeed suitable for recycling.
